The City of Hawaiian Gardens recently completed a Prop 218 process regarding an increase to the City’s trash rates .
The City currently has an exclusive franchise agreement with Waste Resources, Inc. (“WRI”) for the collection and handling of solid waste and green waste, food scrap waste, and recycling within the City. Increased rates for Solid Waste Service Fees are necessary for WRI to recover its costs in providing the solid waste services, including increased costs for operating a solid waste collection and disposal system, maintaining solid waste infrastructure, and to account for inflation. Further, as a result of the implementation of the new Statewide mandated Organics regulations set forth in Senate Bill 1383 (“SB 1383”) went into effect on January 1, 2022, provision of the solid waste services will generate increased costs relating to legal requirements associated with combining food waste and yard waste in organic carts.
The current trash rate for most residents is $20.95 plus an organics fee effective July 1, 2023 to be consistent with the trash rates of surrounding cities.
The maximum rates and effective dates for the Solid Waste Service Fees are set forth in the charts below. The monthly rates will take effect beginning October 1, 2021, and will increase each July thereafter through and including July 1, 2025.

In addition to the rates set out in the chart above, the costs for solid waste services may increase in two other ways.
First, they are impacted by inflation. Therefore, beginning on October 1, 2021, and any time thereafter through and including June 30, 2026, the City is proposing to annually pass through any increased costs to the rates in the chart above, caused by inflation, as measured by the Consumer Price Index for All Urban Consumers.
Second, the per ton costs of disposal in solid waste landfills or other facilities generally in Los Angeles County, are passed through to customers in addition to the rates set forth in the chart above. Therefore, beginning October 1, 2021, and any time thereafter through and including June 30, 2026, the City also is proposing to annually adjust the rates for Solid Waste Service Fees, including per ton dump fees on permanent and temporary clean-up bins and roll-off services to account for any increase in the tipping fees imposed on WRI by the Los Angeles County Sanitation Districts or any other public agency for disposal and/or processing of solid waste.
However, added together, in no event shall the rates set out in the chart above be increased for either the CPI or the disposal pass through in any single year by more than 25%, and provided further that in no event may a pass-through of disposal costs exceed the City’s cost of providing Solid Waste Services.

In addition to the rates set out in the chart above, the costs for solid waste services may increase in two other ways.
First, they are impacted by inflation. Therefore, beginning on October 1, 2021, and any time thereafter through and including June 30, 2026, the City is proposing to annually pass through any increased costs to the rates in the chart above, caused by inflation, as measured by the Consumer Price Index for All Urban Consumers.
Second, the per ton costs of disposal in solid waste landfills or other facilities generally in Los Angeles County, are passed through to customers in addition to the rates set forth in the chart above. Therefore, beginning October 1, 2021, and any time thereafter through and including June 30, 2026, the City also is proposing to annually adjust the rates for Solid Waste Service Fees, including per ton dump fees on permanent and temporary clean-up bins and roll-off services to account for any increase in the tipping fees imposed on WRI by the Los Angeles County Sanitation Districts or any other public agency for disposal and/or processing of solid waste.
However, added together, in no event shall the rates set out in the chart above be increased for either the CPI or the disposal pass through in any single year by more than 25%, and provided further that in no event may a pass-through of disposal costs exceed the City’s cost of providing Solid Waste Services.
