The Housing Element is one of the mandatory elements of a City’s General Plan than ensures that policies, procedures, and incentives are established in a local agency’s land use planning and economic development activities that will result in the maintenance and expansion of the housing supply to accommodate current and future households in the City. The Housing Element also institutes policies that guide a city’s decision-making and establishes action programs to implement future housing goals.
Why are we updating the Housing Element Now?
The current City of Hawaiian Gardens 5th Cycle Housing element expired on October 21, 2021. Housing elements must be updated every eight (8) years to be in compliance with State Law. The Southern California Council of Governments (SCAG) distributed the number of housing units needed in Southern California over the next eight (8) years through its Regional Housing Needs Assessment process (RHNA). The City of Hawaiian Garden is allocated 331 units across all income levels.

This Housing Element Update is for the 2021 -2029 cycle.
What does the Housing Element Update Process Consist of?
The Housing Element Update process includes the following:
- An update of the previous Housing Element.
- A draft Housing Element submittal to the California Department of Housing and Community Development (HCD) for review/approval.
- Revision and adoption of the Housing Element (or adoption without changes) by the local agency.
- Submittal of adopted Housing Element to HCD.

Commission/Council Meetings:
The City’s Planning Commission and City Council have held several public hearings to consider the 6th Cycle Housing Element Update.
