The Engineering Division is responsible for directing, planning, organizing, and managing the infrastructure for the City’s buildings, sewer system, water system, parks, trees, landscape, and streets on the City’s right of way. Related activities include grant preparation, contract oversight, land development, construction activities, and coordination with various agencies such as the Southern California Edison, Southern California Gas Company, Los Angeles County Fire Department, Los Angeles County Sheriff’s Department, and Los Angeles County Public Works, among others. The division also prepares and oversees the City’s Annual Budget Document and Capital Improvement Program (CIP).
To ensure all private and public activity on public right-of-way is conducted in a safe manner that does not destroy public property, the Engineering Division issues various permits, as seen below. To determine if a permit is required for your needs, please call (562) 420-2641 x216. In order to recover costs, a fee will be collected at the time of obtaining a permit.
Encroachment Permits
An Encroachment Permit is required when any person wishes to erect a building, fence, barrier, post or other structure on any portion of a street, avenue, alley, sidewalk, highway, public right-of-way or other public land within Hawaiian Gardens. This applies to property abutting the public right-of-way.
A permit and an inspection are required before any work begins. Excavation Permits
An Excavation Permit is required before anyone may dig into any City street, alley, sidewalk or other public land. The Excavation permit application can be found at the link above, and should be submitted to the Engineering Division at the Community Development Department. Transportation Permits
A Transportation Permit is required for any vehicle moving a house or other “large size” structure, or an oversized load on any Hawaiian Gardens street, alley, or other public ground. The Public Works permit application found at the link above can be used for transportation permits and should be submitted to the Engineering Division at the Community Development Department. Trash Bin Encroachment Permit
A Trash Bin Encroachment Permit is required when any person wishes to place a temporary trash bin in the public right-of-way. An Encroachment Application will need to be filled out and submitted to the Community Development Department.
