Housing Rehabilitation Program

PROGRAM DESCRIPTION
Grants, Rebates, Deferred Loans and Low-Interest Housing Rehabilitation Loans are now available for low-income residents of the City of Hawaiian Gardens.

ELIGIBILITY
A person or family who currently owns and occupies a single-family residence with income below the maximum shown in the chart is eligible. To participate in the program, verification of the following items will be required:
· Proof of ownership,
· Proof of total household income,
· Credit verification,
· Proof of household occupancy, and
· Other information may be required depending on program requirements.

Home Owners:
· Must live in a home located within the City of Hawaiian
Gardens.
· Total household income at 80% or below the median for Los
Angeles County. Income qualification depends on family size
based on current published HUD income limits.

LOAN OPTIONS
Deferred and Low-interest loans areavailable to eligible property owners to modernize interior and exterior of homesto current housing standards. The loanamount is determined by the scope ofwork to be performed.
Interest Rates and Terms:
Home Owners
· For elderly and handicapped households below 80% of median income – 0% interest, deferred (no payments) until sale, or transfer of title, or re-finance.
· For households below 80% of median income-low-interest loans amortized over 15 years.
· 50% Rebates to eligible low and moderate income households.
· Grants to eligible low and moderate income households. Mobile Home Owners (permanent structure)
· Grants to eligible low and moderate income mobile home owners (owner occupied)

REHABILITATION PROCESS
Once qualified for a loan, a rehabilitation specialist will evaluate your property and determine the appropriate work and funding needed. Eligible improvements and repairs include, but are not limited to; roofing, plumbing, heating, windows, flooring, electrical systems, interior/exterior painting, bathroom and kitchen remodels and energy conservation improvements and bedroom additions to relieve overcrowded conditions.

Commercial Rehabiliation Program:

PROGRAM DESCRIPTION
The City of Hawaiian Gardens Redevelopment Agency is providing Commercial Rehabilitation Assistance for exterior property improvements.

PROGRAM OBJECTIVE
The intent of the Commercial Rehabilitation Program is to enhance the economic viability of businesses, promote commercial business opportunities, encourage reinvestment by property owners and commercial tenants, and improve the overall appearance of commercial areas.
ELIGIBILITY
If you’re a tenant or property owner within areas designated for these funds, you may be eligible for a Rebate of up to 80% of actual construction costs. Anyone who owns a commercial zoned and utilized property and/or business located in the designated Target Area within the City of Hawaiian Gardens is eligible to receive assistance. To participate in the program, verification of the following items will be required:

Business Owners:

  • Copy of City of Hawaiian Gardens Business License.
  • Authorization from the property owner authorizing the rehabilitation of their property.
Property Owners:
  • Copy of Deed showing proof of ownership of the property to be rehabilitated.

REHABILITATION PROCESS
Once qualified for a Rebate, a Rehabilitation Specialist will evaluate your property and determine the appropriate work and funding needed. Eligible exterior improvements and repairs include, but are not limited to; building façade, parking lot, lighting, landscaping, painting, stucco, signage and construction of trash enclosures. The correction of significant health and safety hazards will also be a consideration of the Program. Tenant Improvements will not be considered as part of the Commercial Rehabilitation Program.
FINANCIAL ASSISTANCE REBATE at 80% of actual construction cost to a maximum of $50,000 investment, by the Redevelopment Agency, per property owner per business owner. Property owners with more than one business, such as a shopping center, will be assisted on a case by case basis as determined by the Community Development Director. Funds will be made available on a “First Come, First Served” basis. Funding for this program will be allocated from Redevelopment Agency (CRA) revenue.

The Agency staff may reduce the amount of funding for the project depending on its determination of the ability of the proposed project to meet Agency goals and priorities.

Neighborhood Cleanup Program:
The City of Hawaiian Gardens provides roll-off bins in specific locations for residents to dispose of large trash items not taken by the standard disposal service. The City's contracted disposal company also provides front-loaders to the residents of the community to dispose of trash items. Funded through CDBG In 2004-2005, total clean-up cost - $116,962.30 Quantity of bins and front loaders used - 235 Bins and 59 front loaders
Total tons of trash removed – 975.91
Total of residents participated in the program – 1,388 .

 

Section 8 Housing:
The Housing choice Voucher Program is the Hawaiian Gardens Public Housing Authority (PHA) program for assisting very low income families, elderly and the disabled to afford decent, safe and sanitary housing in the private market. The program is funded by the U.S. Department of Housing and Urban Development.
¡During the past year, the PHA provided a total of $796,445 (approximately $66,400 monthly) in housing assistance payments for assistance to an average of 107 eligible low income households monthly, 59% of whom are elderly and/or disabled.

All participating families must be certified to determine initial eligibility and recertified annually to determine they’re eligible for continued assistance.

 
Norwalk Façade Renovation Program

The Redevelopment Agency will provide financial assistance to eligible property owners and tenants to upgrade the appearance of store fronts located along Norwalk Blvd.
 
Green Property Proposal 22224-46 Norwalk Boulevard:
Green Property Proposal 224-46 Norwalk Boulevard. The site is currently vacant. Entitlements required CUP for Car Wash and Gas Station, tentative and final parcel maps.
Located on the east side of Norwalk Boulevard, the subject property includes approximately 56,160 square feet of land area.

The proposed new car wash/retail building encompasses a total of 5,447 square feet with 1,196 square feet devoted to car wash operations and the remaining portion devoted Norwato retail sales, support operations and retail food preparation.
