RECOMMENDATION: Approve the minutes as presented.

 
4. PUBLIC HEARING
 

4a. RESOLUTION NO. 2019-018 – A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HAWAIIAN GARDENS, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, A REQUEST TO CONSIDER A TEXT AMENDMENT TO MUNICIPAL CODE SECTION 18.90.080 (ACCESSORY DWELLING UNITS) AND OTHER APPLICABLE SECTIONS OF TITLE 18 (ZONING) THAT ADDRESS ACCESSORY DWELLING UNITS, GRANNY FLATS, AND GUEST HOUSES.

CEQA DETERMINATION: The proposed project is Categorically Exempt from
the requirements of the California Environmental Quality Act (CEQA) per Section 15282(H) of the
CEQA guidelines. Based on staff’s analysis, the request to adopt an ordinance regarding second
units in a single-family or multi-family zone by a city
or county to implement the provisions of Section 65852.1 and 65852.2 of the Government Code is
statutorily exempt from CEQA, based on Public Resources Code Section 21080.17; thereby staff feels that the request qualifies for this exemption.

RECOMMENDATION: Conduct Public Hearing. Waive further reading and Adopt Resolution No. 2019-018

 

4b. RESOLUTION NO. 2019-017/CASE NO. PLNG2019-0066VAR – A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HAWAIIAN GARDENS, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, A REQUEST TO DEVIATE FROM THE HAWAIIAN GARDENS MUNICIPAL CODE SECTION 18.70.010 (PARKING & LOADING), THEREBY ALLOWING THE REDUCTION OF THE REQUIRED PARKING FROM 40 TO 24 SPACES, FOR THE PROPERTY LOCATED AT 21702 NORWALK
BOULEVARD, CITY OF HAWAIIAN GARDENS, CA 90716

CEQA DETERMINATION: The proposed project is Categorically Exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15301 (Class 1- Existing Facilities) of the CEQA guidelines. It is staff’s opinion that the request to reduce the required parking for a new restaurant within the existing tenant space will not result in any changes in land use; thereby qualifying for the Class 1
exemption

RECOMMENDATION: Conduct Public Hearing. Waive further reading and Adopt Resolution No. 2019-017, Approving Case No. PLNG2019-0066VAR

RECOMMENDATION: Waive further reading and Adopt Resolution No. 2019-0016, Recommending approval of Case No.
PLNG2019-0083DRB

 

5b. RESOLUTION NO. 2019-015/CASE NO. PLNG2019-0040DRB – A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF HAWAIIAN GARDENS, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APPROVING THE PROPOSED ARCHITECTURAL REVIEW OF A NEW DEVELOPMENT PROPOSING SIX SINGLE
FAMILY RESIDENCES LOCATED AT 22001 CLARETTA AVENUE, IN THE CITY OF HAWAIIAN GARDENS, CA 90716.

RECOMMENDATION: Waive further reading and Adopt Resolution No. 2019-015, Recommending approval of Case No. PLNG2019-0040DRB
