1. CONDUCT PUBLIC HEARING AND ADOPT URGENCY ORDINANCE
            NO. 581U, TO EXTEND URGENCY ORDINANCE NO. 578U, RELATING TO ACCESSORY DWELLING UNITS PURSUANT TO GOVERNMENT CODE SECTION 65858.

COUNCIL ACTION:    Read by title only and adopt Ordinance No. 581U.

1. ADOPT RESOLUTION NO. 0048-2018:
REJECTING ALL BIDS FOR THE HELEN ROSAS CENTER 2ND FLOOR WALKWAY PROJECT AND AUTHORIZE THE COMMUNITY DEVELOPMENT DIRECTOR TO RE-BID THE PROJECT.

COUNCIL ACTION: Adopt Resolution No. 048-2018.

 

2. ADOPT RESOLUTION NO. 049-2018:
APPEALING PLANNING COMMISSION DECISION OF CASE NO. PLNG2017-0182 (PLANNING COMMISSION NO. 2018-001) FOR THE REMODEL OF THE CASINO FREEWAY OUTDOOR ADVERTISING SIGN LOCATED AT 22115 PIONEER BOULEVARD TO RESCIND THE ADDITIONAL CONDITION NO. 26 PROHIBITING DISPLAY ADVERTISING RELATED TO ALCOHOL AND TOBACCO.

COUNCIL ACTION: Adopt Resolution No. 049-2018.

 

3. ADOPT RESOLUTION NO. 050-2018:
APPROVE WARRANTS IN THE AMOUNT OF $620,047.96.

COUNCIL ACTION: Adopt Resolution No. 050-2018.

 

4. ADOPT RESOLUTION NO. 051-2018:
APPROVE THE PURCHASE OF CERTAIN REAL PROPERTIES OF THE FORMER REDEVELOPMENT AGENCY RDA OF THE CITY OF HAWAIIAN GARDENS, 11904 223RD STREET (APN: 7069-027-902); 22211 NORWALK BOULEVARD (APN:7069-013-906); 22414 VIOLETA AVENUE (APN: 7069-027-913); AND 22418 VIOLETA AVENUE (APN: 7069-027-914) TO THE CITY OF HAWAIIAN GARDENS.

COUNCIL ACTION: Adopt Resolution No. 051-2018.

 

5. ADOPT RESOLUTION NO. 052-2018:
CALLING FOR THE HOLDING OF A GENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 6, 2018, FOR THE ELECTION OF CERTAIN OFFICERS AS REQUIRED BY THE PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA PELATING TO GENERAL LAW CITIES.

COUNCIL ACTION: Adopt Resolution No. 052-2018.

 

6. ADOPT RESOLUTION NO. 053-2018:
REQUESTING THE BOARD OF SUPERVISORS OF THE COUNTY OF LOS ANGELES TO CONSOLIDATE A GENERAL MUNICIPAL ELECTION TO BE HELD ON NOVEMBER 6, 2018.

COUNCIL ACTION: Adopt Resolution No. 053-2018.

 

7. ADOPT RESOLUTION NO. 054-2018:
ADOPT REGULATIONS FOR THE CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATES STATEMENTS SUBMITTED TO THE VOTER AT AN ELECTION TO BE HELD ON TUESDAY, NOVEMBER 6, 2018.

COUNCIL ACTION: Adopt Resolution No. 054-2018.

 

8. CONSIDERATION OF AN EXTENSION OF CONTRACT PLANNING SERVICES WITH SAGE CREST PLANNING AND ENVIRONMENTAL.

COUNCIL ACTION: Authorize the City Manager to extend the short-term agreement not to exceed an additional $35,000.

 

9. ADOPTION OF AN OFFICIAL FORM FOR THE SUBMISSION OF GRIEVANCES PURSUANT TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF HAWAIIAN GARDENS AND THE AFSCME RANK AND FILE UNIT (“UNIT”)

COUNCIL ACTION: Adopt the attached “Grievance Form” to serve as the official document required to be submitted by a Unit member to initiate the grievance process.

1. UPDATE ON RPF PROCESS; EVALUATION OF SOLID WASTE PROPOSALS; DISCUSSION AND DIRECTION REGARDING SELECTION OF PROPOSER FOR SOLID WASTE FRANCHISE.TRASH HAULERS.

COUNCIL ACTION: Review and discuss proposed solid waste evaluations:
select a solid waste proposer; and direct staff to negotiate the final solid waste;
franchise agreement with the selected proposer, and schedule the agreement at a subsequent City Council meeting for review and approval.
