REQUEST FOR PROPOSALS Curb Address Number Painting Throughout The City

The City of Hawaiian Gardens is seeking proposals from non-profit groups, community agencies,
or local contractors to paint house numbers on curbs for all city addresses. Prior experience,
license information, and references are required.
A contractor must show evidence of their program(s) and activities benefiting non-profit
organizations. Non-profit organizations must provide 501c(3) documentation.
The selected applicant must provide proof of liability insurance as required by the City with the
following minimums:
1. Comprehensive General Liability, including contractual liability, products and completed
operations and business automobile liability, all of which will include coverage for both bodily injury
and property damage with a combined single limit of $2,000,000. The City shall be named as
“additional insured” on all policies required to be furnished. Such insurance shall be primary and
noncontributory with any other insurance maintained by the City of Hawaiian Gardens.
2. Professional liability coverage with limits not less than $1,000,000 per occurrence and $2,000,000
The City is comprised of four quadrants (NW,NE,SW,SE) with approximately 2900 addresses.
Upon selection, applicants must provide the City detailed information on the dates and process
in which each quadrant will be completed (work plan). Only addresses within the area listed in
the work plan shall be painted. Painting of curbs shall be performed Monday through Saturday
between the hours of 9:00am – 5:00pm only.
All workers shall wear bright high-visibility colored shirts while painting curbs with a visible ID
identifying the company/organization and the authorized permit.

The Work to be performed consists of furnishing all materials, equipment, tools, labor, and
incidentals as required to complete the job; hereunder consisting of:

Scraping off old, loose paint off existing curb addresses, painting a new white rectangular
background on the curb face coinciding with address of the property, and sweeping up and
collecting debris for proper disposal. Safety precautions shall be in place during the course of
work. Address list will be based on GIS/Los Angeles County Assessor data.

All Paint used for curb painting shall be commercially manufactured paint specifically identified
as traffic paint. Address numbers shall be painted only in black paint and the background
rectangle shall be painted only in reflective white paint.

Address Numbers:
Address numbers shall be only non-decorative block style stencil figures that are four (3) inches
in height and with a stroke width of not less than one-half (1/2) inch. The mandatory white
background rectangle shall be a size of five by eleven inches on which the black numbers are
painted with sufficient dimensions to provide a one-inch margin around all number figures. The
number figures shall have a vertical axis only (non-slanted).
Decorations Prohibited:
Only the address numbers are allowed, without any additional name, number, symbol, logo, or
artist depiction.

Address Location:
The address numbers shall be painted on the vertical surface of the curb. Address numbers
shall be painted as near to the driveway that serves the subject property as possible. When
driveway access is via a side street or alley, the address numbers should be located nearest the
point where the front entry walkway intersects the public sidewalk. Where there are existing
numbers new numbers shall be painted over the existing numbers.

The surface of the curb shall be properly cleaned prior to painting to assure adequate adhesion
of paint. Stenciling shall be applied in a neat and professional manner, with no evidence of
overspray. The white background rectangle shall have clean, distinct, straight-line edges, with
no evidence of overspray.

The work area shall be left clean and free of any materials, or other debris. In the event any
material is spilled, it shall be fully contained and cleaned to eliminate potential contamination
to the storm drain water system.

The City reserves the right to amend, withdraw and cancel this RFP. The City reserves the right
to reject all responses to this request at any time prior to contract execution. The City reserves
the right to request or obtain additional information about any and all proposals.
