The Housing Division administers a wide variety of housing and commercial rehabilitation programs that contribute to the quality of life, economic viability, and sustainability of the City Hawaiian Garden’s neighborhoods. The Housing Division is responsible for the overall management and oversight of the Community Development Block Grant (CDBG) Residential Rehabilitation Program, the Section 8 Housing Choice Voucher Program, and other various housing activities. The Housing Division has also partnered with Habitat for Humanity and Grid Alternatives to administer their affordable housing programs.

When to Call or Visit

Public Hours for Counter Assistance and Telephone Calls to Housing Division (Section 8, Housing Rehab, Commercial Rehab, etc.): Monday, Tuesday, Thursday and Friday, 8:00 a.m to 11:00 a.m. Wednesday, 2:00 pm. to 5:00 p.m.

City Beautification Program

The City of Hawaiian Gardens is offering financial assistance to anyone who owns one or two single family residence on a single parcel or duplex property, on a residentially zoned and utilized parcel and wants to rehabilitate the exterior of their home or provide for fencing/wall improvements.
Grants from up to $10,000
Abesentee Landlords 70% rebate

  • Properties that have illegal structures and cannot be permitted must be demolished in order to
    bring properties into compliance. Applicants who withdraw from the Program because of Code
    violations will be refered to Code Enforcement to ensure compliance
  • Previously assisted program applicants will not be able to apply
  • The age of the home must be more than ten (10) years old
  • Homes for sale or under construction are not eligible.

Neighborhood Cleanup Program

The City of Hawaiian Gardens can assist neighborhood clean-ups by providing trash receptacles including roll-off bins and front-loaders.

The City of Hawaiian Gardens provides roll-off bins in specific locations for residents to dispose of large trash items not taken by the standard disposal service. The City’s contracted disposal company also provides front-loaders to the residents of the community to dispose of trash items. This program is funded through CDBG (Community Development Block Grants).

About the Program

The Housing Choice Voucher Program is the Hawaiian Gardens Public Housing Authority (PHA) program for assisting very low income families, elderly and the disabled to afford decent, safe and sanitary housing in the private market. The program is funded by the U.S. Department of Housing and Urban Development.

All participating families must be certified to determine initial eligibility and recertified annually to determine they’re eligible for continued assistance.

Applications for the Section 8 Rental Assistance Program are not currently being accepted. The Public Housing Authority will provide public notice by publication in local newspaper/newsletter, city’s website, or other suitable median when applications are being accepted.

Housing Programs for First-Time Homebuyers

The following housing programs are available to eligible to first-time homebuyers to assist in the purchase of a home in Hawaiian Gardens. These programs are NOT administered by City of Hawaiian Gardens, but are available to you by participating lenders. Check the links below to see if you qualify and to see the list of participating lenders for each specific program.

Home Ownership (HOP)
  • First-Time Homebuyer
  • HUD/County HOME funds
  • Down Payment Assistance
  • $50,000 or 20% of the purchase price, whichever is the lesser
  • 2nd trust deed at 0%, deferred until sale, transfer, or refinancing
  • Income limits <80% of County median income
  • 4-person family <$67,450
Mortgage Credit Certificate Program (MCC)
  • First-Time Homebuyer
  • Credit against Federal income tax owed
  • Example of how the tax credit amount will be determined as follows:
  • $200,000 x 4.0% = $7,936 (estimated first year’s mortgage interest)
  • 15% (tax credit rate) x $7,936 = $1,109 (yearly tax credit amount)
  • $1,109 / 12 months = $92.41 (monthly funds available for a larger 1st mortgage)
  • $7,936 – $1,109 = $6,827 (interest paid which still qualifies as an itemized deduction)
Southern California Home Financing Authority First Home Mortgage Program (SCHFA)
  • First-Time Homebuyer
  • $25 million available now
  • Down Payment and Closing Cost Assistance
  • Gift equal to 4.0% of the first loan amount
  • Works with FHA/VA loans
  • FHA = 3½% down, VA = zero down
  • Home Buyer down payment = 0 to 3%
  • 30-year fixed rate, 3.875%
  • FICO score 645 +
  • Must live in home for 2 years
