The Housing Division administers a wide variety of housing and commercial rehabilitation programs that contribute to the quality of life, economic viability, and sustainability of the City Hawaiian Garden’s neighborhoods. The Housing Division is responsible for the overall management and oversight of the Community Development Block Grant (CDBG) Residential Rehabilitation Program, the Section 8 Housing Choice Voucher Program, and other various housing activities. The Housing Division has also partnered with Habitat for Humanity and Grid Alternatives to administer their affordable housing programs.

Housing Rehabilitation Program
Grants and Deferred Housing Rehabilitation Loans are now available for low-income residents of the City of Hawaiian Gardens.
A person or family who currently owns and occupies a single-family residence with income below the maximum shown in the chart is eligible. To participate in the program, verification of the following items will be required:
· Proof of ownership
· Proof of total household income
· Proof of household occupancy, and
· Other information may be required depending on program requirements.
· Home owners must live in a home located within the City of Hawaiian Gardens.
· Total household income must be at 80% or below the median for Los Angeles County.
Income qualification depends on family size based on current published HUD income limits.
Financial Assistance for Low-Income Home Owners
Deferred loans are available to eligible property owners to modernize interior and exterior of homes to current housing standards. The loan amount is determined by the scope of work to be performed.
Once eligibility is established, a rehabilitation specialist will evaluate your property and determine the appropriate work and funding needed. Eligible improvements and repairs include, but are not limited to; roofing, plumbing, heating, windows, flooring, electrical systems, interior/exterior painting, bathroom and kitchen remodels and energy conservation improvements and bedroom and bathroom addition to relieve overcrowded conditions.

The Housing Rehabilitation staff will: · Assist you with application forms
· Perform an on-site inspection of your property
· Help you obtain bids from qualified contractors
· Monitor the construction process
The City of Hawaiian Gardens can assist neighborhood clean-ups by providing trash receptacles including roll-off bins and front-loaders.
The City of Hawaiian Gardens provides roll-off bins in specific locations for residents to dispose of large trash items not taken by the standard disposal service. The City’s contracted disposal company also provides front-loaders to the residents of the community to dispose of trash items. This program is funded through CDBG (Community Development Block Grants).

The Housing Choice Voucher Program is the Hawaiian Gardens Public Housing Authority (PHA) program for assisting very low income families, elderly and the disabled to afford decent, safe and sanitary housing in the private market. The program is funded by the U.S. Department of Housing and Urban Development.
All participating families must be certified to determine initial eligibility and recertified annually to determine they’re eligible for continued assistance.
Applications for the Section 8 Rental Assistance Program are not currently being accepted. The Public Housing Authority will provide public notice by publication in local newspaper/newsletter, city’s website, or other suitable median when applications are being accepted.
Housing Programs for First-Time Homebuyers
The following housing programs are available to eligible to first-time homebuyers to assist in the purchase of a home in Hawaiian Gardens. These programs are NOT administered by City of Hawaiian Gardens, but are available to you by participating lenders.
